Freeswitch currently supports high-quality [Cepstral] voices & Text to Speech engine. Festival support is planned for the near future.
See Mod_cepstral for installation instructions. Cepstral also sponsored the development of OpenMRCP, which can be integrated via Mod_openmrcp.
